You're getting web designer and web programmer mixed up. Of course many people do those 2 jobs as one, but in fact they are 2 separate jobs.
For Design:
The standard is photo shop for designing. I'm not sure what they use to piece the template together though. Flash is only used when dynamic interactive websites are wanted.
For Programming:
The majority uses PHP. Another common web programming "language" would be ASP(.net). I personally like PHP as most hosts that offer ASP tend to be more expensive than just plain PHP hosts. I hope this guides you some what. :
