Ruby on rails is not a language. It is a web framework built on the programming language Ruby. "Better" is such a subjective term. RoR is quite easy to get into, and great because of it's AJAX integration and database ORM. There are a few alternatives worth checking out:
Turbogears (Python)
Django (Python, my personal favourite.)
Is there a programming language better than Ruby on Rails in regard to creating a large dynamic web system?
I think PHP is better then Ruby on Rails
