Possibly, but it probably wont be an easy thing to do.
Reply:Regarding the first question, look here: http://www.warioworld.com/apply/wii.html . Nintendo has a history of crapping on indie developers. I used to develop for the gameboy and the original NES, it'd probably be easier for you to start there. I'd also recommend using the XBox/XBox36 SDK, which is and always has been free, and allows you to create cross-platform games easily.
