Anyone know why a body control module wouldn't go into programming mode?

I have a 2000 chevy blazer and the dealership has failed to program a keyless entry remote for me twice now. I have been told by the serivce tech that it will not program and that it would take a least an hour to find out why. I would like to avoid paying the labor fee for diagnostics and try to diagnose and repair it myself. Any help would be greatly appreciated.

There is no user repair procedures for key-less entry systems because of security reasons.

Normal procedure is to replace the battery in each fob first.

Now find the wire behind the glove box, now turn the ignition switch on.

Using a paperclip """briefly"""" connect the two wires in the plug together.

The door locks will cycle once. Now press any key on each remote just one time. The locks should cycle just once for each fob. Turn the switch off and the fobs should work normally. Anything else will prove the dealer correct.

Fobs run over a hundred each and the module with labor is going to be high. $500 should cover it with labor.
Reply:You can diag and repair it yourself. You just have to spend around $10,000 and have some big connections with Chevrolet to get a Chevrolet Tech 2 scanner and know how to read wiring schematics and flow charts. Believe me, leave this one to Chevrolet. 99.9% of auto shops cant do this repair because they cant buy a Tech 2 scanner even if they wanted to. I know it sucks but thank chevy corporation for that.
Reply:If the vehicle will not go into learn mode, then there is a lack of communication somewhere in the vehicle. The secuity systems uses several Modules to communicate security information, one being the Instrument cluster. the other being the PCM itself and then sometimes the radio and PASSKEY module. I have found more times than not on the s series there is an open fuse, a bad transmitter or one of the modules that communicate are not working at 100%. Does your instument cluster operate properly? There are honest dealers that will diagnose this issue for probably less than 70 bucks or you can go to your local Auto Zone and by the transmitter for about 40 bucks ( Special Order), but then you will still have to go to the dealer to have the FOB programmed,
