Really depends on how capable he is, and what areas of expertise he has. At his age I think the most important thing is not making some money, but rather extending his experience and building a portfolio. Open source projects are a great place for that. He should look at Freshmeat and Sourceforge and try and find a project that interests him, and have him start contributing to it.
Successful contribution to an Open Source project can open a lot of doors, and lead to contributions from users, customization work for hire, and even jobs.
Another angle is simply to have him create something he personally would find useful-- a utility or program that solves some small problem. Writing a program like that is a great educational experience, which can also turn into a real busines. There are any number of small programming projects which started out as shareware or freeware exercises, and eventually became multi-million dollar enterprises.
With that said, the greatest demand for commodity programming is website development. It's a very difficult field to do well, as it requires understanding of a lot of different interconnecting disciplines. There are many sites where people advertise for programmers. The problem is that without a portfolio, it will be very hard to win any of those deals.
